Happy (almost!) summer!
Another year of relatively high property owner changes (25 and counting). If you're one of those new owners - welcome! Please take a moment to visit our website at drrhunit9.org where you’ll find our CC&R’s, By-Laws, meeting minutes, and more. The financial statement section is restricted to Unit 9 owners, so you’ll need to click the Request Access button to gain access to view those.
WHO WANTS PARKING PASSES?
What everyone wants to know as summer approaches: "How do I get my parking passes?"
Last year we offered drop-off or pick-up services to save on postage, and that worked well so we'd love to offer it again. Please email treasurer@drrhunit9.org to make arrangements to get your passes.
Other options:
· Pick up on May 3rd between 11:30 and 2:00 at the park
· Via snail mail if you live outside of the area.
Please remember that passes are required at the Solar / Milky Way park. Each property owner is eligible for 2 passes upon dues payment. Additional passes can be purchased for $5 per pass. If you rent out your home, please let your guests know about the pass requirement! If you use a property management company, it is also recommended to let them know and have the cleaning person make sure there are passes available to your guests upon their arrival. We also allow our neighbors in Unit 1-5 to purchase parking passes ($25 for one / $35 for two).
PARK CLEANUP / PARKING PASS PICKUP MAY 3RD
We are sending this annual letter out a little early because we wanted to let you know we’re planning on having a park cleanup and an opportunity to pay dues and pick up parking passes on May 3rd at the Solar / Milky Way park from 11:30 to 2:00. Snacks and drinks will be provided, so please RSVP to vicepresident@drrhunit9.org if you can make it. We hope to see you there!
ANNUAL MEETING
Save the date: Our annual meeting is on August 16th from 11 a.m. – 1 p.m. Postcards will be mailed out by July 10th with the notice of the meeting and agenda.
DUES:
Dues invoices will be emailed on May 1st. If you don’t receive an invoice that day, please check your spam filter. Yahoo, Hotmail, and MSN in particular love to send emails from QuickBooks to spam for whatever reason. The subject is ‘Dues Invoice for Deschutes River Recreation Homesites Unit 9’. Thank you in advance for paying your dues by June 1st.
NEWS FROM YOUR BOARD OF DIRECTORS:
From your President, Richard Gardner:
Happy first false spring! The board has had a productive year, and I wanted to give a quick shoutout to everyone for their hard work. Kristie has made excellent progress streamlining the dues process, making accountability easier, and adding options for paying them. Miranda has done an excellent job maintaining the park, and Andrea keeps our meeting minutes in order. This is just a quick snapshot of some of the items the team works on for our HOA community.
I know fire danger is always on everyone’s mind, so I'd like to share a link to the Firewise community program: https://projectwildfire.org/firewise-usa/. It's an excellent source of information and resources. We will be looking for volunteers to organize a subcommittee to explore becoming an active member of this Firewise community, perhaps in conjunction with DRRH units 1-5, to make our community safer. Please reach out to anyone on the board if you would like to volunteer.
From your Vice President, Miranda Wells:
I hope you can come out and help clean up the park when you pick up your passes. The park is our property, all of us Unit 9 property owners, and you are welcome to mow, pick-up trash or any other work to help keep the park clean throughout the year. Please let me know if you see any issues with the infrastructure at the park. We had a well pipe burst this winter and that has been replaced, but we are always trying to stay on top of any possible issues.
We are letting our neighbors do another youth summer camp this year at the park. We saw a great improvement in behavior and cleanliness at the park and it is a much needed item for our area. The summer camp runs every Tuesday through Thursday, and the organization who puts on the camp has their own insurance with DRRH Unit 9 named as additional insured.
If you want to have an event or get together at the park, please do! We love to see regular use. We have power and water available at the gazebo. We cannot make sure no one else is using the park during an event, but we can put out signs. We do not charge for reserved use, but you are always welcome to donate extra to the park to show how much you appreciate what is there.
We monitor the park 24/7 with cameras and footage is saved for a week. Parking passes are required year-round, but we generally do not monitor for them on regular basis until the busy season.
From your Secretary, Andrea Palle:
Happy spring and as an avid skier, I say let it snow! Sorry Rich :>) As Secretary, my job is to report. I hope the meeting notes I have contributed this year have been helpful. We have an amazing Board of Directors, and I want to thank them all for all they do. I have traveled a lot this year, and I appreciate all their support while I was gone.
I believe that our community would agree that fire safety has been a big issue this year. Rich posted a link for the Firewise website, and Miranda is also working extensively on this issue. I would encourage you all to clear 10 - 15 feet of space around your home and garage free from trees and shrubs if possible. Why? It is a good practice and insurance companies like seeing that your home is lower risk. I am seeing this issue come up more and more as a local real estate broker throughout Central Oregon. I am also an ex-wildlife firefighter and saw firsthand what happens when wildfires are present in a community. Homes that have protected space around them are given priority by firefighters.
Fire danger is not specific to our area, region, or HOA. Most of Oregon has been susceptible to this risk. I believe that it truly does make a difference if you take the time and effort to protect your home and land from wildfires. This process can seem overwhelming at first, but if you take the time to do a bit each year, it all helps.
We look forward to a great 2025 with all of you. As a skier (again :>)) 2025 has been amazing so far. Let's let the good vibes continue!
From your Treasurer, Kristie Focht: Our cash position continues to be a healthy amount. As of March 31st, we are down to 65 property owners who have a balance due from prior years which represents 10% of total owners. Collection efforts continue for those who are past due for more than one year. Our proposed budget for 2025/2026 remains conservative and now has a reserve allocation so we can build toward a healthy reserve balance for structure repairs and potential replacements within the next 5 years. If your account is past due: Please remember that keeping the park insured and maintained is not free, and we rely on the dues payments to pay for insurance and maintenance costs. We all have ownership in the park whether we use it or not - without insurance and regular maintenance, every one of us could be held liable for costs should anything happen due to lack of maintenance and adequate liability insurance.

Voting will take place (either online, mail-in, email, or in person) during our Annual Meeting on August 16th at the Solar / Milky Way park.
95 ballots were received by August 24th. 2 properties noted "No Confidence" and did not vote for any candidates.

The Board of Directors has worked on the updates for several months, we have discussed in meetings and received community input. Below there is a draft with updates in red. Since these were not voted on at the Annual Meeting, the Board will be making some further revisions based on community input at the meeting and will post the next version here.
